The Council Recommendation on a European framework to attract and retain research, innovation and entrepreneurial talents in Europe has been published. The main objective has been to make Europe a home for scientific talent, which is a lever for progress and social welfare.
It has sought to guide Member States, research organisations, funders and stakeholders in increasing the stability and attractiveness of research careers in Europe.
It has 44 recommendations, which seek to focus on the importance of the following aspects: the definition of “researcher”, its recognition, interoperability, recruitment conditions, the promotion of intersectoral and interdisciplinary careers, as well as entrepreneurship and innovation, how to evaluate careers to improve their development and progression, the improvement of talent circulation and monitoring of research careers, and the reinforcement of support actions targeted at research careers.
